The Rav’s teaching that you cite above say we can collaborate with the heterodox on matters of general communal interest, for example combating poverty in the Jewish community, supporting laws against discrimination, etc. We may not collaborate on religious matters – no joint lectures by Orthodox rabbis with Conservative and Reform, etc.
Are you proposing a third category, where we cannot cooperate at all on matters related to Israel with organization that fail your tests? That is, is the key word in your phrase ‘partnership’?
Or is the key word “assumed”? That is,we may partner with such organizations on a case by case basis for specific events where are difference are not relevant, but we cannot assume that if the topic is broadly defined, e.g., the salute to Israel day parade that it would be ok for us to attend alongside them?
Or am I completely misreading what you mean to say?
